Key legislation updates, EPC requirements, and local licensing changes across South London and Kent

If you’re a landlord in South London or the Kent borders, staying compliant in 2025 means more than just collecting rent on time. With ongoing changes to regulations, licensing schemes, and energy efficiency standards, it's essential to stay informed, especially as councils tighten enforcement and tenant expectations continue to evolve.

1. EPC Changes: Prepare for the Future (Even If It’s Delayed)

The government’s proposed requirement for rental properties to meet a minimum EPC rating of C by 2028 has been scrapped, but we’re advising landlords to continue future-proofing their properties. Energy efficiency is becoming a key deciding factor for tenants, and lenders are also beginning to factor EPCs into mortgage eligibility.

Our advice:

  • Consider insulation upgrades, LED lighting, and smart thermostats.

  • Apply for local grants or energy efficiency schemes if available.

  • Book an EPC assessment even if you're not due, we can help.


2. Local Licensing: Know Your Borough’s Rules

Licensing schemes vary widely between boroughs, and we’re seeing tighter enforcement across the board.

Southwark

  • Additional Licensing still applies to most HMOs (3+ unrelated occupants).

  • Penalties for non-compliance include hefty fines and rent repayment orders.

Lambeth

  • Selective Licensing has expanded to include certain areas, including parts of West Norwood.

  • Mandatory HMO licensing still in force.

Bromley & Kent Boroughs (e.g. Bexley, Dartford)

  • Bromley does not currently operate a borough-wide scheme, but HMO licensing applies.

  • Bexley introduced selective licensing in 2023, and landlords must act if renting in affected wards.

  • Always check postcode-specific rules, we can do this for you as part of our onboarding.


3. Section 21 & Renters Reform Bill: What's Happening?

While the full Renters Reform Bill is still evolving, we expect changes to include:

  • Abolishment of Section 21 “no-fault” evictions (timing still under review).

  • Move to a single system of periodic tenancies.

  • Stronger grounds for landlords needing possession (e.g. wanting to sell or move in).

We’ll keep all managed landlords updated the moment changes go live, and we’ll adapt tenancy agreements and processes accordingly.


4. Lettings Compliance: Are You Covered?

Being a landlord today involves over 150 pieces of legislation, some easy to miss. At Galloways, we ensure:

  • All properties meet Gas Safety, EICR, and Smoke & CO Alarm requirements.

  • Proper How to Rent guides, deposit protection certificates, and prescribed information are served.

  • You’re kept informed of local planning restrictions (especially in conservation or Article 4 areas).
